Kentucky Values is using a letter describing ‘very rarely’ performed gender reassignment surgeries on minors to paint Beshear as a liar.
Other states have bans on care for minors, but Florida is regulating the practice for adults.

At least 19 other states have enacted laws restricting or banning gender-affirming care for minors following Arkansas’ law, and nearly all of them have been challenged in court.
Opponents say they believe the new law is an unconstitutional infringement on parents’ rights.
The measure would designate gender-transition care for those under 18 as unethical and unprofessional conduct by health care providers.
All opposition came from Democrats.
They argue Georgia’s State Health Benefit Plan is breaking federal law.
Arkansas’ law would prohibit doctors from providing gender-affirming hormone treatment, puberty blockers or surgery to anyone under 18 years old.
