Democrats slammed the provision, saying it would enable more baseless attacks on voters that would overwhelm election administrators and disenfranchise people.
A machine to stamp watermarks on the ballot would cost the state about $100,000, and not increase the current cost to counties of 13 cents per ballot.
A proposal would remove Brad Raffensperger from his nonvoting post on the board, allow the board to hire election investigators and clearly give the board power to investigate the Secretary of State.
