The Tennessee Legislature first enacted its aggravated prostitution statute in 1991 — as the AIDS epidemic provoked panic and misinformation over prevention was prevalent.
The suit argues the law violates home rule protections in the state constitution by singling out Nashville without requiring the approval of local voters or two-thirds of the metro council.
Beyond seeking that the expulsion and the House rules on debate be declared unconstitutional, the lawsuit also says Justin Jones should be returned to a committee from which he was removed.
